Anyone explain why is it that...?

the French are so unrefined in their manner when communicating with others? What's it going to take for them to be diplomatic and polite, instead of acting slighted and disgruntled all the time? They think their country is the best so why don't they stay there instead of crawling like leeches all over the globe?
