Why does My 4Runner not rev higher than 3,000rpm with the TPS sensor plugged in?

I have an 87 4runner with the 22re and when i plug in the TPS sensor it will cut out at 3000rpm and will not go higher, but once the TPS sensor is unplugged it runs and revs fine, i have 2 TPS sensors from the autowreckers and a brand new one and they all do the same thing and they arent dirty because ive tried cleaning them.
