How do i convince my dad to get another puppy?

You don't. Because you already have a dog and you need to take care of him. You won't just keep having babies because you miss the baby feeling and then just ignore your other kids. Maybe if he sees that you are stepping up and taking care of your dog and giving it all the love and attention that it needs and more, you may have a chance.
